CPSC eFiling Disclaim vs certificate: shipments held for CPSC documents

If a carrier holds your shipment for CPSC documentation, or your broker asks about Disclaim codes, here's what's going on and what to prepare.

The problem

Since July 8, 2026, carriers and brokers have been asking importers for CPSC certificate data. Sellers on Reddit describe parcels held for "potential CPSC violation" with short deadlines to provide documents. CPSC's eFiling process lets the filer either submit certificate data for regulated products or use a Disclaim for products that do not require a certificate. CPSC publishes citation, testing-exclusion and Disclaim guidance for filers.

Low-value (de minimis) shipments are not exempt from eFiling according to CPSC's FAQ.

How to fix it

  1. Ask the carrier or broker exactly which document or data element is missing.
  2. If the product is regulated, send the seven certificate data elements (see the checklist on our data elements guide).
  3. If you believe no certificate is required, ask your broker which Disclaim applies, based on CPSC's published Disclaim guidance.
  4. Keep a ready-to-send certificate per product so future shipments clear faster.
  5. For legal questions about a seizure or penalty, talk to a customs broker or attorney.

Check your documents before you resubmit

Upload your CPC or GCC and the test report. The free pre-check compares identifiers, cited rules, lab, dates and certifier across the documents and returns a red/amber/green list of what to fix.
