CPSC eFiling and certificate data elements: what your CPC or GCC must include

Since July 8, 2026, importers must eFile certificate data with CBP. The seven data elements, and how to check your certificate has them.

The problem

Under CPSC's revised certificate rule (16 CFR part 1110), importers of regulated consumer products must electronically file certificate data with CBP at entry. This applies to most imports from July 8, 2026, and to products entered from a Foreign Trade Zone from January 8, 2027. CBP's implementation guide lists the minimum certificate data elements:

  1. Product identification
  2. List of applicable rules and/or testing exclusions
  3. Identification of the certifier
  4. Contact for records
  5. Manufacture date and place
  6. Test date and place (and laboratory)
  7. Attestation

CPSC asks for one product per certificate: a product with a different design, manufacturing process or location, or component source should have its own certificate. Amazon reviewers look for the same information on uploaded certificates.

How to fix it

  1. Check your certificate has each element above, in English.
  2. Use one certificate per materially different product.
  3. Decide how your broker will file: the full message set, or by reference to a CPSC Product Registry record.
  4. Share the data with your customs broker before the goods ship.
  5. Keep the underlying test records available for the records contact.

Check your documents before you resubmit

Upload your CPC or GCC and the test report. The free pre-check compares identifiers, cited rules, lab, dates and certifier across the documents and returns a red/amber/green list of what to fix.
