Toy test report rejected for ASTM F963-17? Moving to F963-23

Toys manufactured after April 20, 2024 must comply with ASTM F963-23. Why an F963-17 report can be rejected and what to retest.

The problem

CPSC adopted ASTM F963-23 as the mandatory toy safety standard for toys manufactured on or after April 20, 2024. A report that only cites F963-17 may not support a CPC for a toy made after that date, and reviewers may reject it. Changes in F963-23 include updated requirements for items such as expanding materials, battery-operated toys and some sound-producing toys, so the edition matters.

How to fix it

  1. Check the manufacture date of the units you are selling and the edition cited on the report.
  2. If the toy was made on or after April 20, 2024 and the report cites F963-17, ask a CPSC-accepted lab what additional testing is needed for F963-23.
  3. Update the CPC to cite F963-23 (16 CFR part 1250) along with the other applicable rules.
  4. Resubmit the updated report and CPC together.

Check your documents before you resubmit

Upload your CPC or GCC and the test report. The free pre-check compares identifiers, cited rules, lab, dates and certifier across the documents and returns a red/amber/green list of what to fix.
